A NEMA 14-30 plug will power both sides and the neutral wire along with a ground wire (240VAC). Mate this up with the correct plug for the Tesla.

Got the concept... but in the depths of winter when tow trucks are at a premium, or far, far away, being able to right there and then plug in and give them enough charge to get to a safe place could be worth its weight in gold!

Keep in mind that out my way we see -40ºF temps along with 50mph winds (and more than 50mph). We're eventually going to see a family moving from somewhere mild to somewhere else mild that runs out of power on I-80. If a State Trooper could pull up, plug them in and get them enough juice to get safe... That's what would be needed. Wyoming's Troopers do signal service on the highways in February.

The EVSE that pulls >30amps needs to have an adjustable L2 (240V) Amp rate in order to use the Powerboost at the full 240/30Amps.

Lots of them are adjustable, but certainly not all of the portable ones that are supplied with the EV.

I have an Emporium that I can dial from 48Amps,down to 6 AMPs, and the Powerboost can handle it fine.

There's one EVSE that's a 30a and it works perfect for the PB's 7.5x peak sustained output.

Teslas can also over-ride, er, under-ride an EVSE and set its exact amp pull. The EVSE advertises what it has and the car can negotiate a lower amperage on-demand. Most vehicles just eat whatever the EVSE can supply but they can also draw less. Cars without walled off capacity like tesla will just trickle in that last few fractions of a percentage as the pack top balances --- something snake just figured out the fun of.
