It finally happened yesterday. The "DIAPER", under the transmission, back mounts broke and dropped down.
1. Why is there? Anyone know?
2. Should I repair or replace it?
3. What is it's purpose?

Based on the design I suspect it's to improve airflow under the truck for improved mpg.

Mine failed at about 10K miles so I drilled small holes near where the original mounts were and used some extra thick stainless steel rods I had to make hangers for it. So far my hangers have held up for 2 years and roughly 12K miles. I looked up the replacement cover and it's like $150-200 so once another mount point fails I'll just remove the diaper completely since Ford stopped installing them somewhere in 2023 I think.

I can only surmise it's sound deadening ?‍♂. I took mine off because I installed a set of bash plates that go from under the air dam all the way back to the transfer case ?

IMHO,

1 & 3 - I suspect it is for noise suppression and to act as a splash guard. It cannot be protection for the plastic transmission pan. Short of paper mache, anything is an improvement.

2 - I replaced mine right after I did my first oil change with a proper skid plate and cat theft prevention. Not inexpensive, but worth it to me. I have no idea what the felt one costs, but you could put that cash towards a proper skid plate.

Did a little digging and looks like Ford superseded the fiber board with a metal one for Raptor models. It may fit non-Raptors with a little modification. Some frames have the front mounting points and some don't from what I'm finding. Mine has them so I'll be probably be ordering this setup pretty soon.

Pricing on that raptor one isn't bad. Mine didn't come with the fabric one, and I was able to find the mounting brackets on here through another generous member, so I bought one off ebay. Its not a oem one but it was cheap. I actually ended up with 2 of them because the first one didn't show and rather than figure it out, the seller just refunded me the money. I ordered a second one, and then they both showed up, so I guess I have a spare now.

I imagine they cost virtually nothing to produce and ship. On my '22, it broke on a mounting tab , but I was able to fix it but epoxying in some abs in that area and drilling a hole in it.

Not sure if it covers the oil pan or transmission pan, but whatever it covers appears to be made of some sort of abs or plastic, hence the reason I wanted the diaper to cover it. Less chance of a rock kicking up and cracking it.

It's not listed for the 21-23 but From what I'm seeing as long as your frame has the front set of mounting holes it should fit just fine. You'll need to also get a pair of the mounting clips for the front holes as well.

I threw all of mine away and got RCI skid plates. There are so many plastic parts under the trucks these day. And where I drive we always have tire treads everywhere on the road. Just extra insurance for me.

I think since you don’t have a PB , the raptor one will fit fine . You might need to get brackets though. Mine also ripped off a the rear corner. Bought some flat brackets from Princess Auto and modified a fit.

I don't off road and try to stay off gravel roads. I think for now, I will try and fix this one. See how long it lasts. I am thinking metal strap, nuts, bolts and fender washers.

My 24 didn’t come with the diaper.

I installed the raptor splash pan. If you need all the hardware, you’re looking at about 200

If you had the diaper, then the hardware is in place already. You can order the cover delivered to your dealer for about 135 bucks.
