I know the servers fail fairly often but how long due the outages typically last?

ok so this is what I got pending. Question is it necessary to run the pcm update or can i skip it. I am only updating because OTA's seems stuck again.

No particular reason just dislike the reset and relearning aspect of it. did you see any improvement from running the pcm update?Any reason to skip PCM/ABS?

My 0.02, I haven't noticed much change after the PCM update. The APIM update however, seems to have smoothed Sync out some. Hoping it helps with the random freezing. Prepare your body if your IPC ethernet port is busted like my job 1 21 is and you have to update the IPC via CAN.

I have read of those IPC ethernet port issues but never encountered that issue and i have updated the IPC at least once before to get the BlueCruise up and running.

Nothing that I can definitively claim, since as you stated, it resets so many aspects to drivability that it can take a few miles and key cycles before it's settled back in for legitimate comparison.
But it's the PCM updates from the past, especially the first 2 or 3 on my 2021, that added so much refinement to the whole drivetrain. So I have myself convinced that these updates are Ford's ongoing efforts of doing the same.

First problem i have to solve is getting FDRS 37.4.4 to play nice with new windows 11 surface pro 9. Install completed fine license validated but when I sign in I get stuck at updating software. I had to release licensee and run it on desktop to pull list of updates. My old windows 10 laptop is completely dead. I am stuck here( pic attached below) and it just wont progress past this step.
