You can do your windshield down to 70% with a waiver; they are pretty easy to come by:70% is next to nothing, and they call it tinting but it is like you say a UV blocker. However you are correct I just checked and VA does let you tint to the AS line and that is all. I could have sworn I read that VA is like some of the more southern states that allow light tinting (UV blocking) on the entire windshield. I would have lost that bet. I do want the two side front windows done to block some of the UV coming in from there. Thanks for bringing that to my attention.

70% isn't too bad, but you'll want to get ceramic (I use solar eclipse in richmond for huperoptik nano-ceramic and he did ask to see the waiver and would not do darker than 70%, waiver or not)
50% is dubious
You should read up on low angle haze; this problem irritated me enough that I chose not to tint my windshield on this truck even though I legally can, though it may be better with the more upright nature of the F150's windshield.
The police in virginia are still a problem its true but they passed a law in 2021 that they can't pull you for tint anymore.
