Can the Ford step be mounted so it's useful with the tailgate conventionally open?

Not likely, you would need one that mounts at the end of the bumper, like the AMP Research, and others. I've installed one of the Ford Accessories center step, (which is made by AMP Research) and have the AMP Research driver side /end step on order. It may look a little weird with both mounted, but will allow access with the tailgate down in the usual position.

The Ford step mounts to the hitch frame, therefore, no it must be in the "middle" of the bumper.
