It looks like they may be PB only. But you do have a BCM update.

Just picked up my 21 powerboost from the dealer yesterday. They had it for 10 days and swear they cant update past 1.7.1 which it has been stuck at. What is my best course of action in your opinions at this point?

You'll have a whole new truck if you can get it updated. You could find another dealership and maybe get luck, or buy the cables and FDRS license and get it done yourself.
