Two lane roads with Speed Limits of 35 - 55 & stop signs & traffic lights thrown in. If you are going to have to travel in heavy traffic, you can at least get good fuel mileage, while you are doing it.
The other killer is hilly terrain. Even in low speed areas, if the roads go up and down, the loss of fuel efficiency on the uphills more than offsets the gains on the downhills from what I've seen.

I've got a stock powerboost with max tow (mirrors are hefty), and I have extremely consistently got 18mpg over my first 7700 miles. My commute is 65 miles round trip each day, so that's mostly highway. Thread hijacking a little, but on the stock wranglers are poeple running 40PSI?

I was running them @ 37psi when not towing, 42psi when towing.
I have the big mirrors, also. Around here it's moderately hilly and 65mph is my highest legal speed.

Sounds like I need to air-up my tires. Thanks.

Mine 22 is pretty piss poor. 16.2 lifetime and dropping with 7500 miles. I live at sea level in the California Desert, BFG AT KO2's and just a level on the truck. Most of my mileage is in town and don't go over 35 mph too much with lots of stop and go. Truck seems to do best around 50 mph at least that is where I see the guage slip past 20 MPGs. I'm able to regenerate back to 100% when braking to a stop. Best I have ever got on a big road trip to the eastern sierras was 19 MPGs (one time). Super jealous of those getting over 20.

My 2002 powerboost crew cab long bed w/ 18k miles gets pretty lousy mileage, all stock. Ford advertises this truck as 23city / 23hwy but I get 16-17.5 city and 16-16.5 highway. I don't hot rod my truck and I stay within a couple mph of the speed limit. My truck is a Lariat, has a fiberglass cap, bed slide, and tow mirrors. Yes I'm a little heavier with the cap, I have the dumbo ears sticking out, but to loose 6-7 mpg over the advertised numbers to me is robbery. These numbers are hand calculated not from the dash. Is it too much to ask for it to come close to the advertised numbers? My wife's 2020 Escape is right on the numbers, why cant the truck be. I've gone to my dealer, there is no codes so no way to tell me if something isn't right. On top of the poor mpg, I have had issues with the truck rolling backwards in drive, rattles on start up, dead peddle, poor shifting, etc. Some the items have been fixed with programming but not all. I've always been a Ford buy but I'm finally at my boiling point with this truck and may look elsewhere. Don't get me started on the shit mileage I get when towing. The only good thing I have to say about the truck is the generator is great.
The variable I find that has the biggest effect is wind. It doesn’t seem to matter if it is a cross wind or blowing directly at you. I have seen mpg as low as 15-16. If there is no wind and temp is warm mpg increases to the 20’s. I consistently see 22-24 mpg at freeway speeds.

What do you consider freeway speeds? Here in Ohio the speed limit on most freeways is 70mph. I usually set the cruise at 72-73 so I'm not getting ran over. I average 16-16.5 on the freeway.

Illinois and Wisconsin are the same. I'm at exactly 18.0. All stock except for a RetraX bed cover and Line-X

my 2021 limited, with 10k miles, average 15.5-16.0 mpg around town, 21mpg on freeway at 65. I'm all stock on 22" rims, except for my tires are the toyo open country at 3, 285/50/R22. I did a scan and found the error code P2C44, related to the auxiliary battery for the powerboost hybrid system, not sure if this affected the overall mpg driving in city.

I have had my 21 XLT for 22 months and overall average is 13.6 L/100KM (20.75 MPG) ) with 29,359 KM ( 18,242 Miles) We get some real cold days and snow during our winters. I have not taken it on a long trip, so I don't know what it would do.

EDIT: Just took a drive up north, just to get out, 145 km, 11.6 l/100km (90 miles, 24.4 mpg) 100 kph (62 mph average).

so that's mostly highway.
Highway or freeway/interstate? There's a difference.

I run 40 all the time, and bump the rears to 50 when towing.

If you add weight, you need to add air. The door sticker is for a factory truck. Just don't go over the sidewall maximum for a COLD AIR PRESSURE.

I have the 3.5L Ecoboost (not Powerboost), with a level and 34.5" KO2s. After 11,000 miles, it seems pretty obvious that the 16.8 lifetime average is what it is. I can get 19 mpg on road trips using Eco, but otherwise it pretty much is that 16.8 mpg. Now I have have done some stuff that clearly lowers mine about 3 mpg, and I am fine with it (gas in Texas isn't so bad). If I had a stock Powerboost like OP with these numbers, I would be pretty pissed and at the dealer.

Interstate, but there's some traffic. So 55-75mph, but not necessarily on cruise control. I bumped mine to 40 and will see how that goes. They were at 32.
