Just a suggestion - try disconnecting the steering wheel heating element plug from the SCCM, turn the heating wheel button on and see if you have voltage at the pin connector.
I tried this today. I'm getting power to the SCCM, but not through the SCCM. There was no power where the wheel plugs into the clock spring so I took the clock spring off the SCCM and checked where the power goes from the SCCM into the clock spring and there is no power there. So the problem is obviously the SCCM itself.

Sorry if this is a question I should be able to answer myself, but I didn't want to try to search through a 100+ page thread.

I'm planning to purchase a used F-150 later this year. So far every 2023 I've looked at had the heated steering wheel removed. Consequently, I've been focusing on 2022s.

For the 2023s that had the steering wheel removed, is it consistently known what is missing? Is it a somewhat easy/cheap fix such that I could expand my search to include 2023s?

It can be also be added to 2023's. With certain packages/features some of the existing wiring may already be there as well.

My 2023 Lariat had the wiring harness already there. Just a new SCCM and wheel is all it took. I also put on a new HVAC control so I’d have a hard button. But you don’t have to. You can just use the screen. I think a lot of XLTs don’t have the harness so you have to put that in.

My 2023 xlt already had the harness installed from the factory. All I had to get was Sccm and heating steering and my forscan changes. I use the button I added to screen

Thanks for the responses @Je1279 , @hpwjr , and @ewrich2009 . After a little more looking I'm noticing that 2023s seem to ALL be missing several other features too. Specifically the multi-contour seats and active park assist. After looking at several they all had this issue. For the 2022s I can at least find Limited trims that are not missing any features. I'm willing to lose the heated steering wheel if I can add it somewhat easily myself. The massage seats though... I've heard too many good things and it sounds like getting that back is a major hassle.

You should have the wiring harness in place. You will need to remove the airbag to verify the wheel is heated....it should be. You will need the new clock spring and likely need the button on your hvac controls or the software button.

I have a 2023 Platinum with heated steering wheel delete as noted on the window sticker. What parts do I need to add heated steering wheel without Forscan? Just the harness, turning signal stalk, and a module with the heated wheels button by the HVAC control? I would rather not use Forscan at all.

Can I use the ML3z-3600RA instead of the 3600-PA? I dont have the adaptive buttons on my steering wheel, just the basic lane keep assist. I think maybe I could pop the button modules out of my wheel and put in the other?
The 3600RA is $170 and the 3600-PA is $500+
also do I need the clock spring or does it come with PL3Z-3F791-BB

Yes, use the cheaper wheel and swap over your buttons. Clock spring is part of the SCCM assembly.

Ok, I need some help with my heated steering wheel install. I have a '23 XLT 302A with heated seats. I installed the HVAC controls NL3Z-19980-S to add the heated steering wheel button. I installed the heated steering wheel SCCM (ML3T-14B522-BNW), and lariat wheel. I also installed the power harness made by jscaro.

I loaded my backed up as built data, and then changed the settings per the heated steering wheel spreadsheet. Now it's throwing several DTCs and neither the heated seats or heated steering wheel work. Any help would be greatly appreciated!

DTC:
HVAC B103A:11 Right Front Seat Heater Sensor - Short to Ground
HVAC B1038:11 Left Front Seat Heater Sensor - Short to Ground
HVAC U2024:51 Control Module Cal-Config Data - Not Programmed
SCCM B112B:49 Steering Wheel Module - Internal Electronic Failure
