The answer to that question is not black and white. It could be for one of two reasons:

1) You are missing other GWM/APIM/TCU updates that need to be in place before the server will release the IPC update for your truck.

2) You have the updates needed for the IPC to be released, but it is not releasing anyway. There is little that can be done if this is the case. The one thing you can try is a network scan with FDRS to see if it releases (it did for me two years ago with IPC update 2.7.4). It is possible that even with a network scan, it won't pull the IPC update. If that's the case, then there is nothing you can do but wait for Ford to release it.

I've seen all the above scenarios happen and no rhyme or reason as to why different trucks have different experiences when it comes to IPC updates.

Aww, yeah, I'm no longer an FDRS virgin; updating away now. Info for anyone in Australia with a non-Ford Australia import like mine:
'When you buy your licence from Helm Inc., make sure you do it on a VPN connected to the US. Helm geo-validate addresses, I had hell's own time figuring this out, but when I used Ford's address (1 American Road Dearborn Michigan) I finally had no issue ??. Use a VPN the same way for running FDRS.

I'm running spacedesk on the surface pro 9 and the iPad Pro, this is the way to fly?

I know this had been said many times, but many thanks go to @iceman77, @Jesse-Infotainment, @rugedraw, @Snakebitten and all who made this ability possible; for me it was the only way to get updates and I can't thank you all enough?. I hope not to post with issues; FDRS 40.4.8 working fine ?

That OZ F150 is legendary in so many ways. Starting with setting the bar for how long you have to wait for your special order truck to arrive from Dearborn, before you can whine and expect sympathy from me. ???

Actually, IPMA, even though long, didn't bother me as much as any of the KOER updates, but that's because the boss' car is blocking the driveway and I'm in the garage with the panel-lift door open, truck doors closed, trying to avoid CO poisoning ?; it's currently 23:49 here, don't want to upset the neighbours too much ?‍

Uh oh, fat guy in driver seat gonna need to increase braking.

For what it's worth you never have to start truck when it tells you to start truck. Running on external power supply key on engine off will still kick off the update process. Just wait forever for the USB updates to tell you it is working.

Pretty much get that here with truck sitting in driveway and extension cords running into it. ?

Licence Expiry:

I want to make this post, mainly to help any non-US users of a 2-day FDRS licence. When I both bought the licence and used FDRS I was connected to a New York VPN server.

I bought the licence sometime between 15:00 and 16:00 local time (01:00 - 02:00 New York time) on the 16th. I just tried to use FDRS at 00:30 local time on the 19th and it had expired. This means that licence purchase and expiry are working from LOCAL time on one's computer. This could be important to know for the future in the case of many updates requiring much time; if I had bought the licence at 00:30 local, I would have had around 14½ extra hours up my sleeve.

As it was, I completed all available updates in approximately 11 hours total (excepting the BCM which we can't do and a successful PDM update which is hanging around in the list) ?

The ACM not coming off of the list is a known issue. Don't worry about that.

Wish I had read this before running through that one about 5 or 6 times and finally going "something isn't right here". :-D

I wasn't that far behind on updates but did have PSCM and IPMA to wait through.

Everything seems to have gone to plan, the only gotcha is a CMDTC for, I believe, camera 2 on the IPMA. I did do a retest but didn't yet try a "clear and retest". Should I run that (after the storms pass and I can get back to it.)?

I'll also need to go back and run the initializations since there were PDM and DDM updates.

This begs the question... anything else I should be doing while I still have an active FDRS license? Don't believe there is but never hurts to ask!

I always use clear and retest. Some updates will do this as part of process but not all of them do.

I've never done DDM PDM initialization on three times I've updated them. From my experience it isn't needed but if you have time go for it.
