Tuning / tunes - why does it take so long to be available?

Just curious why it takes so long to be able to tune the 24-25 trucks? Asking because i really don't know why.. We got kids hackers that break into federal data bases and nobody can figure this out faster? Or is it a need thing like not enough interest in tuning these trucks?

24-25 F150s I believe have encryption on vehicle modules compared to previous years which did not. It doesn't make it impossible but it makes it damn harder.

What about a 23? How come you have to send module in on those, but not a 22. However, a 24-25 cannot be programmed at all? ?

Using the Federal government as an example of tough to crack might not be a good example given how inefficient and unsecured the Federal government computer systems are ?. I’m interested in a tune for my 5.0 but if it takes many man hours to crack the code then I fear the price for that tune will be very high to make up for it and then for me it might not be worth it.
