Feels like we've had this conversation before relative to wheels and tires. I'd argue that from a physics perspective, wheel/tire weight should not affect payload the way something in the cab/bed/engine does. The wheels and tires are under the suspension (unsprung). So adding 10lbs there isn't going to have the same payload effect as 10 lbs in the bed. And in some ways, it's maybe a better place to add weight. If you've got a heavy load/trailer, the extra 10bs in LT tires is actually going to make things safer.
I would generally agree. Right up until you discussed breaking, sway, or etc. Then mass is mass (at best), and rolling mass might even be worse.

FWIW, I once had the same arguement with the FAA over fuel weights. Why does weight in a wing count against G-loading? The damn fuel is INSIDE THE WING and isn't adding (or subtracting) G-loads to the airframe. The answer? "Cause we said so".

I'm the sort of jerk that would double down and demand to know how they would count fuel load on a B2 or B49. "Where is your god now!?!"
