With a truck it is the weakest link that determines payload or towing capacity. My truck with the Max Tow package has a receiver that is not rated for 14,000 lb., simple as that. My 2011 Chevy 2500 truck had a receiver rated for 17,500 lbs and that was without a WDH. The GM frame was strong enough to handle the tow load without a WDH. The stronger frame was a key reason for my choosing the Chevy over Ram or Ford at the time. Ram beefed up their heavy duty truck frames in 2013-2014 and Ford did in 2016.

I'm not sure what you mean it's not rated for 14,000lbs, it most certainly is. You just need a weight distribution system. Now if you're looking for a truck that can pull 14,000lbs with a dead weight hitch then you need a Super/Heavy Duty. Preferably a 350/3500 because that trailer will have a whole lot of tongue weight in the real world.

Payload is usually the limiting factor. I don't have the tow packages, so I am "limited" to 7,000lbs towing. However, I would first hit payload limit than max out the 7,000lbs. And I got:

They really want HD for towing anything family size. I got 5 people right now. Good luck!
Hell of a payload. I think you might hit your max tow before your payload if you're at 7000#!
