I believe thats the ride height sensor. Its used for many things including auto leveling headlights and i am pretty sure its used for scales function if your truck has it.

I have no idea if it can be removed or what would happen if it was removed.

PACbrake makes a kit (brackets to relocate) the sensors it looks like. Part number from their website.
