Went to an auto shop to get an alignment, but afterward, the steering wheel is off-center, maybe by ¼ in but alignment is good and the turn signal won't return after steering. I went back again; they said they have no more adjustment left in the tie rod. I'm driving 2021 f150 limited vehicle is stock.

Have them adjust out the right side and a just in the left and that should bring your wheel center.
Someone’s who does an alignment regularly should have been able to see that

Reminds me of an old Dilbert cartoon strip from many years ago.

Dogbert (IT tech support) comes into the boss's office. Boss complains that he ran out of room using his mouse (his hand and the mouse are all the way over at the edge of the desk). Dogbert's solution? He tells the boss to move his desk a foot to the right.

You may have adaptive steering in the truck and they didn't configure it appropriately as described in the alignment procedure. Trucks equipped with the variable steering ratio system contained within the steering wheel need to make sure the truck is configured appropriately to receive an alignment else the center point can end up off center.

I don't have the adaptive steering and I believe for 21+ that the truck needs FDRS in order to be properly aligned. There is a way to have the truck relearn the wheel center position, but given they've done what they've done, it needs to be realigned to center correctly. If you have adaptive steering and the shop lacks the toolset to perform a proper alignment, you need to get a refund and take it to the dealer.

Well along with what Hammaman said, and looking at the results it looks like the first shop screwed up the caster and toe angles and the dealership was trying to screw you.

Honestly take it to a different shop that knows what they are doing and get it re-aligned and that should set you straight.

You need to find an alignment shop that actually knows their ass from the hole in the ground

And as stated, your dealership is trying to dry hump you
