Theres another thread about this somewhere. Those are the new style tie downs (cost cutting by ford) they do not have any cleats for that style because they are tiedown points themselves. My 24 came with both plates but no cleats so i just switched them out for the old plates and bought the cleats with some ford points i had left. All just depends how much u tie down. I realized it was overkill to get the cleats when i dont even tie anything that heavy in my bed. Looks cool though lol. Theres also plenty of aftermarket options based on ur needs
