Remove Punchouts?

Noob question. How should I got about removing these punchouts without screwing it up? Is there a tool for it?
Need to knock out for a mud flap install.

I think those are rivets to hold the outer bed panel to the inner wheel well panel.

I am not sure which mud flap you're trying to install, but from what I have seen they just get bolted into the same holes that the factory mudflaps are bolted to

You know what, I was wrong. The clip nuts go on protruding to the outside to take the bolt in, I thought you had to punch those out and put the clip on threads to the inside and run the bolt through.

Thanks anyways!

Its the gator back big rubber ones, they run up the wheel well quite a ways compared to the cheap ones. Figured out my mistake here.

The q's are reverse from what I'm used to and the bolt does NOT go through the panels at all.

That makes sense, I could see how that could be confusing. But yea there are only 2 thru-holes. It's a good thing you clarified that before punch out a bunch of rivets haha
