I think mine will still engage at 81
It will not engage at 82

But when I monitor my Pids, the speedometer 81 is 80.x in the pcm.

There is a bit of a gray zone at 81. It ticks up to it and then it's like it's wavering and then just flips a coin to see if it's going to disengage. It does the same on engagement when the vehicle in front of me doesn't understand traffic laws. My guess is as you state that there's the actual speed the vehicle knows it's going and what it displays to the operator, which typically give the driver a slightly higher indicated speed.
