In those realms where frequent calibration is required this is one of their steps prior to a calibration check. Thus if you are getting ready for use, exercising the wrench prior to use will aid in an accurate torque setting.
But you are not providing a source. Having worked for decades in calibration standards I have never heard of this.

Well, you were improperly trained. Calibration of tools such as torque wrenches is a routine part of the Navy Nuclear Propulsion Program. Whether you have ever heard of it is irrelevant.

Your background is Naval/Nuke specific which is void here whereas mine is more all-encompassing through several applications with a history of being an API metrology gage lab manager. ("improperly trained"?)
