I believe you are posting this in the wrong forum, this is for 2021+ models.

With the engine cold, you'll want to check and verify that your coolant level is 'full' seems like you are maybe not circulating enough coolant through the heater. I can't think of any other reason the heater would not be as warm at idle vs higher engine speeds....
