Do you always keep your truck connected to WiFi?
I used to as well until I luckily had my truck disconnected for a day and started getting OTAs after more than a year of not getting them. Several on this forum have tried that with some pretty good luck.
Here's what I did.

Had my 21 PB in yesterday. They did the half shaft replacement, Rear view camera and oil and tire rotation. took about 6 hours.
Sync version now sits at 24127 I think ... Ford Pass is refusing to update the service at this point.

I love my NOCO 10...but my battery is only 2 yrs old, Autozone Platinum H7, Your battery is actually 14 years old. Wow...that's a lot of trust in old equipment!
By any chance, do you keep your truck connected to WiFi when at home?
I used to but I now keep it off when at home. Started getting updates when I had it disconnected for a couple of days. Don't know why it made a difference but it did.

make sure all your fuses are properly seated in both fuse boxes. I did this with my 21 PB and found that half of them barely made connection. Any vibration would have the tendency to make periodic connection or non-connection.
As others have opined, CarPlay and AA are living on your phone. The truck represents a monitor to your phones output. Try rebooting your phone and making sure your apps are up to date. Hopefully this will help.
Here's the stuff I use. Spray on and dries very fast with no overspray.

I'm with the rest of the commenters here. These vehicles are literally a rolling mash up of computers and sensors. They don't react to low voltages like the trucks of yesteryear.
The batteries will often check out, even on bench tests, but cause a myriad of seemingly unrelated issues. If...
If you have the download pending, it might be one of those rare updates that require a WiFi to complete. Wouldn't hurt to try hooking back up to WiFi and see if it completes.
The NOCO resides on my workbench and connects to the truck's dongle with the 6ft. NOCO output cord. It is off the floor and the hood stays closed during charging.
The truck just contains the wiring. The connection dongle is what's shown in the last 2 photos. That way I can use the NOCO in another vehicle by just connecting the clamps that came with it.
