I don't have FDRS to check what modules you have pending updates, but based on your Sync version, you have plenty of updates pending. Ford does not pay dealers for the hours it takes to perform these updates, so good luck getting them to do them for free.

This morning, I got in my truck, nothing seemed different, but once I had it running, I got a message on the center monitor saying "System Not Updated. Update could not complete. The system will try again with the next update."
My truck ( VIN 1FTFW1E88MKD32498 ) is still on 3.5.2.
So...does this mean that Ford tried another OTA update, and it failed (why, Ford, why?) and so now I'm thrown back into the waiting pool? Or will it try again today/tonight?
Any thoughts? thanks!

The update failed because they sent you and update your truck already has. You have Sync 22192 on your truck which a relatively new Sync version, and the update was sent to you and failed is 2.1.0 which is an update from 2021 and your truck has software from 2022 on it. For whatever reason, the mothership thinks your truck is running older software than what it actually has.
What is even STRANGER is that on 2/10, your truck was sent 3.5.3 which failed to install because it could not download the files before the OTA trigger expired......that has happened to many people....no surprise there. However, today Ford pushed out an update that is 16 months old to your truck. lol
Just when I thought I had seen it all.

Yes, my "about SYNC" says my truck has SYNC 22192_PRODUCT Revision: 498
According to my FordPass app messages, it appears that my last "You're rolling with the latest Ford Power-Up" message was on Oct 7, 2022 (that was for Ford Power-Up 3.5.2)
But...seriously...could it be successful, and push my truck to an earlier version of SYNC, if it keeps trying? I don't want to go back, I want forward!

No, that's why the update failed. The error code reads:
"groupId":"1""errorCode":"ManifestCurrentAssemblyDoesNotMatchWithFromAssemblyInManifest(14)"
Your GWM detected the update was not kosher and rejected it.

I’m not saying you’re wrong, but I am confused how you came to the conclusion that the update failed because he already had it based on the Sync version. 2.1.0 was an update to the gateway module (GWM aka ECG), not the APIM. Power Ups are not cumulative. Just because you got one from 2022 doesn’t necessarily mean you got everything that came before it. They update different modules at different times and they don’t do it necessarily in chronological numerical order, from what I’ve seen. Isn’t it possible that Ford sent a GWM update from 2021 (2.1.0 was actually released end of January 2022) because his GWM hasn’t been updated yet?

2.8.2 and 2.7.1 and 2.6.0 are all GWM updates that have to be in place to be on Sync 22192 which you get with Power Up 2.8.3 (or in my case, I got Sync 22192 with FDRS last September which is was the latest and greatest at the time in FDRS). In October, I got 3.5.2 and my truck said it was on 3.5.2 (just like his) until 2-3 weeks ago that I used FDRS to update fully again. I distinctively remember performing a GWM update and then the network showed it was still there. It turns out, you one update just triggered another one. To answer your question: I do not know if his GWM is up to date with 100% certainty. However, if it wasn't, the GWM would not have allowed the truck to download the files, and it did "sign off" on the update to give the green light to 3.5.3 according to PTS. If his GWM was four updates behind, 3.5.3 would have failed instantly and not hung around for the entire 2 week trigger duration trying to download the files.
After I updated fully in September, the mothership pushed 2.7.4 to my truck even though my truck was at 2.8.3 and I got the same manifest mismatch error on PTS. It is not the first time I see something like this happen where a truck gets sent an OTA that it already has on it. It is, however, the first time I see an old OTA sent to a truck right after a new one is sent.

I am unable to toggle automatic updates on/off. When I bought the truck ~6 weeks ago, it was turned on. It also shows no SYNC version or Revision. Any help would be much appreciated. I'm still learning as much as I can.

That answer I follow. But it’s a lot more complicated that you have a 2022 Sync version so you necessarily have all the updates that came before that Sync version, which is pretty much what you said..
See, this is what keeps freaking people out. They’ll get a Power Up with a ”high” number and then think they are getting rolled back if a week or a month later they get another with a “lower” number—sometimes much “lower.” We’re seeing it to a lesser extent now. Someone gets PU1009, then two weeks later they get PU1007. Does that mean they are going backward? Nonsense. They do different things. It’s nothing to worry about. Power Ups aren’t cumulative and you can’t necessarily conclude what your level of “updatedness” is based solely on the last number you received.
Further complicating things, not all Power-Ups are full-blown software updates. Sometimes they are just ”tweaks” to the configuration and not updates to the calibration. 2.1.0 and 2.1.1 are good examples. 2.1.0 I think was a “software” update to the GWM. 2.1.1 just flipped a switch in the GWM to turn on horns & lights on FordPass. I don’t recall it changing the software version for the module.

I've seen some various threads mentioning that the truck's battery must be fully charged to get OTA updates. I have a ScanGauge3, and when I parked the truck yesterday (pre update attempt) the battery was at 69% SOC, and this morning (after update attempt) the battery was at 65% SOC (but that is in line with the usual overnight % drops I've seen). I've noticed that the truck's Auto Start/Stop does not work unless the ScanGauge SOC shows 70% or higher. I've had the battery checked at a Ford dealer, and an independent mechanic, who both say the battery is fine (it's the original one). My driving with this truck is not consistent, sometimes some weeks of local driving, then long distance.

While I could have worded that better, that's not what I was implying. I do my best to keep my answers simple so that my responses don't prompt more questions than the answer people are looking for. Sometimes, less is more.
I agree that the non-sequential and non-systematic ways these updates are sent out can be very confusing.

As @JEB suspected, your truck is on Sync 20262 which is ancient and a red flag your truck is stuck in OTA limbo. The last recorded OTA on your truck was 23 months ago. Without dealer intervention, your truck will most likely not get any OTA's. While this issue may be new to you, it is actually very common with the first batch of 2021 F150's like yours and mine. Your dealer needs to manually repair/update your APIM or diagnose it as faulty and replace it to get you un-stuck from it's current state.
Your battery's SOC is important for updates to install, but not to actually "get" the OTA. An OTA trigger will be created for your truck regardless of your battery's condition. However, if the SOC is low, it may not install. Updates that require the vehicle to be inhibited in particular are extra sensitive to SOC.
