There is a metal clip under the XL work surface that came loose, jamming my work surface up, so I was forced to disassemble it. While I had it apart, it immediately become obvious why the newer work surfaces can't swing as far as the original ones. Here I'll show you how to do the mod.
First, here's how to remove the work surface top. The FORD logo piece on the back side pops out with a trim tool by prying the top of it directly rearward. Under there is a metal retaining bracket with two T20 screws. Once those are off, you can slide the top all the way forward and off. (I had to raise the jump seat back to clear my dash.)

How the rail mates to the cupholder/storage part:
With the top off and turned upside down, you can see 7 more T20 screws that hold the top swinging part to the bottom sliding part. I've colored them red in the pic.
After you remove that, you can see there is an anchor and two sliding tracks. The top one has an additional piece they added across that prevents the top from swinging very far. All you have to do is remove that piece with a Dremel.
Here it is removed:
Now screw it back on the the sliding part, then slide that assembly back onto the seat back, secure it with the bracket, and pop the plastic FORD piece back on, and you have a now fully functional work surface.
