Steering jerkiness

Recently I've noticed that when stopped or at very low speed the steering will jerk. If I move the steering wheel very slowly it doesn't respond that way. What its doing is the steering wheel will seem to hit a stop, then release and move and so on... Any ideas?

As to age or EPS... My 2006 Escape Hybrid has it and is still going strong on the OEM unit. I'm wodering if the issue is worn ball joints or tie rod ends...
