Speedometer and speed limit signs

Why does the speedometer sometimes show the posted speed limits where it falls on the dial and other times its way up at the 120 position regardless of the speed? I am guessing it has something to do with using cruise control, but I keep forgetting to try and find a reason why it does this.
I dont have a pic when its at the full speed spot

Using Navigation, or anything that shrinks the dials (off-road display) will move where the sign is displayed. Likely due to space constraints when the dials shrink.

Those are just suggested speed minimums. I think you misunderstand.
