Probably not the correct place for this but there is a tire. A flappy end of fender liner with a screw in it but nothing to attach to.

Is the XL trim too low budget to have a connecting piece?

Nothing missing. The bracket gives the flimsy felt fender liner additional support as designed.

Looks like the clip came off the bracket somehow. Just gotta unscrew it and reattach the metal clip to the bracket behind the bumper there.

Thats the piece that rubs and makes noise when reversing and turning full tilt to either side. Tied it back to that metal support and the noise stopped. Mine looked exactly the same doest connect to anything

Agreed with 956. It is normal, weird but normal.
mine is an XL also. See pics below
2nd is me moving it with my finger.
