That would be odd.
Anything, even just looking up a VIN in FDRS, should be logged in Oasis. So if a dealership did an oil change, and the dealership used Ford's system for invoicing, parts lookup, service manual lookup.......Oasis should log it. And thus PTS/FDRS would see it.

But I do agree that the original first sale of the truck should have been logged because the PPI procedure even shows up on my 2021+ vehicles.

I wonder if anything gets scrubbed during vehicle ownership changes?
Or if the recent dealership software fiasco created issues?

Warranty history and vehicle history in PTS/FDRS are two different things. I just checked vehicle history now, and this truck has never been plugged in to FDRS. On July 8th, someone ran the VIN through FDRS manually, but it has never actually been plugged into FDRS for a network scan.

Never being hooked up to FDRS would be welcome news to me if I were purchasing pre-owned. If you know what I mean.

I'm not familiar with etiquette on this forum and don't want to be spamming a thread, but here are the entries from the carfax. They did do a couple recalls last week, so that would explain that record. It was purchased from a GM dealer, so they sent it over to a Ford dealer for the work.

The sole purpose of this thread is to answer questions about people's vehicles, so spam away. This is what PTS shows for your truck as far as the open FSA's and warranty history.

if I click "Click here to view full warranty history" on the bottom right, I see this:

Whatever they did last week most likely does not show because between the time the work order is closed and the info is updated in PTS, some time has to pass. I don't have a good explanation as to why what was done at a Ford dealer isn't showing up. Vehicle history is not showing any entries at all before June of this year.

Update schedule is set, lights off, parking brake set, etc. but the update won’t go through. I’m wondering if there’s another update that has to go through first, but is stuck for some reason.

I don't know if that's a good thing or a bad thing in respect to etiquette, but I don't think you will need to walk on eggshells around here.

"Not Complete" means the OTA failed and PTS confirms this. The update has been sent to you three times and failed all three times with the same error. The manifest does not match up with the files the mothership wants to send, so the truck rejected the update. I am not sure why the server hasn't picked up on this by now to correct the issue, but you are not doing anything wrong nor could you have done anything differently.

Because this particular OTA has failed multiple times, you may be able to get the dealer to do it, but that's always a risk of being a waste of time.
