True on laws restricting leaving them on and not just at the state level. Some cities do it, independent of the state..
I leave my shank and 2" ball on,, because it burns in the brain not to get too close. When I used to take it off, then, I'd bang my shins when it was in.
That will have to change when the camper gets here. No way I'm leaving the WDH on, when not in use. So, hello banged up shins in the future.
As for rust, I keep mine with a light coat of grease and a rubber hitch ball cover. Won't say it keeps it like new but not a rusty and or greasy mess.
Also, if you haven't tried using electrolysis for parts rust removal, ya might wanna give it a try. I use it often. It does not damage the surface of the metal, whereas most chemical treatments, do and once you build your set up, nothing is really easier.
I have one 5 gal bucket size, one 55 gal barrel size and I've used a plastic kiddie pool on larger parts.
