Kicker Key 200.4 remote wire operation confusion

I justed added a subwoofer to my truck and I am trying to get it to turn on with the remote wire coming from the Kicker Key 200.4. My understanding is if the Key is set up to use DC offset as the power on signal, then the blue remote wire coming from Key will have 12 volts and can be used as a signal wire for other devices. So I brought the blue remote wire over to the subwoofer and wired it to the remote post.

At first I thought everything was working as it should, but I then noticed that the subwoofer was never turning off. So pulled out my multi-meter and measured the voltage on the blue remote wire and found it has 12 volts ALL THE TIME, truck on or off. This seems very odd as it completely negates the purpose of the remote signal.

I can set the subwoofer to also detect high level input and that is what I am doing. But I really want to know if my interpretation of how the remote wire works is correct.
