I had a tint guy explain to me the percentages one time. A 70% tint means it lets 70% of the light through.
Kind of backwards what you would think. A 20% tint would be a chauffeur tint (really dark) because it only let's 20% through and blocks 80%.
This was a couple of years ago maybe it's changed but I doubt it.
