Howling Moaning Buzzing Noise

Howling, moaning, buzzing noise behind dash or in engine compartment, right side best as I can tell. Engine speed dependent at 1500-1600 rpm. Appears at each shift of gears at this rpm range, in 2wd of 4wd, only under power. Vehicle is all stock. At dealer four times, and as been there for over three weeks this time. Any ideas ?

I got my truck back 10/18 after being at the dealer for eight weeks. The noise is gone. The fix was to put felt tape between the lower left edge of the wiper cowl and the metal firewall. I will try to attach photo.

This is all I can see without taking off the cowl. There may be more tape under it.
