How to remove these bumper panels?

I know what they are for now can someone please let me know how to remove them to see abbot putting some kind of off-road light bracket there. Can it be done with a regular plastic type pry tool from the front? Thanks in advance- Vic in Utah

Plastic trim tool, sold at most parts stores
The lower ones are held on with spring clips
