I have a ryobi battery charger for my ryobi tools
however when i charge a battery , i get electrical fuzzy snow in the background on my hd TV in the garage.
the tv is on a different gfci breaker.

i have loosened and re tightened the wires at the breakers and it still comes through
the ryobi charger is also on a gfci breaker but on the other leg of the CB main box

if i use the other ryobi charger the signal noise of snow does come back.
i am leaning on the chargers are going bad.. as this just started doing this the last few weeks
any idea
or should i just get new chargers

If the chargers are cheap, I would just get a new one

once battery is charged.. the interference goes away
Yea it seems to be pretty clear that the charger is somehow interfering with your electrical current/signals. If it only started happening recently, I would be leaning towards the charger.

I don’t guarantee it fixes anything, but that’s what I would do. I’m not much of an electrician either though lol

Depending on the power supply design (AC to DC converter) it may have a fixed switching frequency that causes your interference. When the switching frequency is in the kHz range it is often audible, and when it is in the RF range, it can interfere with communications.

I doubt there is anything "wrong" with it, just oversight in their design. Faraday cage may be overkill but I think you could place some Faraday fabric over it in a way that would still prevent it from overheating. https://www.amazon.com/Atmosure-Yard-Copper-Faraday-Fabric/dp/B08BN89Z6M

Yes
I would put the TV in the garage on a line conditioner. They keep the power stable, prevent spikes/brownouts from killing things and should remove interference on the line if you get the proper regulator.

The voltage where I live is all over the place and I have a line conditioner on every expensive piece of electronics.

Check the neutral and ground connections in the receptacle
Agree he should plug in an outlet tester, with GFCI testing. With that said, if N and G were messed up, wouldn't the GFCI be unhappy?

The Gf receptacle measures between the neutral and hot. I’m thinking it’s a more of a ground issue. But it doesn’t hurt to check all the connections

Before we upgraded our plasma tv to a smart tv, any time we turned on our bathroom LED lights, which are on dimmers, we got interference on the tv. This interference would show up on both of our tvs, no matter which bathroom lights were turned on. Once the smart tv was installed, our problem went away. It's the frequency that the LED's are being turned on and off at that is in the RF range.

If the chargers are close to the tv, try moving them away from the tv and the signal feed cables. See if that helps.

i did recheck all the grounds on the outlets.
my tv in the garage is on a UPS, that keeps it on when we loose pwr. Not so much for the tv, but for the WIFI repeater and weather bug display.

funny thing is if i disconnect the cable tv line, the noise of snow dots goes away.
so i went back through the entire cable tv cable from dish to receiver to output and found....
one finger tight connection that when i wiggled it, the noise went away, then would return if i let go.
so i made up a new end fitting and it made a big difference.
i am thinking of adding a rg6 cable ground block near this connection to help

thanks all
i just needed a sounding board to get the grey matter thinking
