Our headlight laws are from the 70s. Only in 2022 did we finally get approval for dynamic lighting systems. This has nothing to do with emissions or countless other areas of overreach. EU, king of over-legislation allows high beams that are 3x brighter than the US's nearly 50 yr old laws.
The UK has documented at least 280 MVAs due to dazzling with 89% of people saying some lights are too bright and of those 2/3s said they've had to slow down due to temporary blindness. Just shows it's not a US only problem and municipalities drag ass in cracking down. UK requires yearly inspection and fails LEDs in halogens (though the swap back is simple).
If it's not DOT approved, it doesn't belong in a halogen housing - full stop.
