It seems to me it is a ground somewhere that is temporarily fixed when you change bulbs. Maybe a bad socket? Let your dealer fix it. They have done it before.

Addressing the rusty gorilla nuts, I have owned15 sets over the decades. I have never had the first bit of rust even with 200,000 miles or more on several vehicles. I live in Dallas which may make a difference.
Don't know anything about the rust girdle other than I do not want to live there.
The problem with someone else doing an oil change is that it is a part time high school kid whether jiffy or Ford. I have a lift and have done my own now for50 years. If I screw it up it is on me.
I don't think with your mileage this would have made any difference, but you need to be more regular with your oil changes going forward. I do Amsoil filters at 5k, and 5w30 oil changes at 10k. I never have oil consumption issues, even with 300,000 plus miles on multiple cars/trucks.
