Is this normal?
Any recommendations on how to clean it and keep it clean?

Seal appears to be intact.
I like the style with the sealed cap better.

Normal for dusty areas, just wash it out with water spray as often as you like if it bothers you.

I'm a little concerned about getting water into the fuel tank.
Just exercise a bit of prudence with the spray direction / force, it only takes a bit of flow at low pressure to wash it out IME. Basically just an open hose-end at gentle-flow kept well-below the actual raised gascap works to chase-out the accumulated dust.

But hey, if that worries you, don't do it!

This ain’t rocket science……..use a wet rag.
Follow that up with a dry one.
If you don’t like that dirt, stay off dirt roads.

I just put a piece of duct tape over the fill spout and just wash it at the car wash on the soap cycle

As far as the OP’s “issue” It’s just common sense. Doesn’t take a genius to realize that if you don’t wanna spray something with water, you can clean it with a rag.

Did you never learn that?

settle down bud, I’m sure you meant to say ever and not “never” but in regards to spraying that area with water well, I do it all the time when I wash my truck, never an issue. As far as learning “that” well, I would say maybe a bit more than just “that”. I have a few years of experience tearing down and rebuilding jet engines fa-18s and also did turboprop engines c-130s etc. Did that in the military back in the day in my younger years now I just enjoy life and stay as content as possible, life’s too short to be stressed

OP as long as you’re not sticking the water hose in the filler neck or directing high pressure into it nothing is gonna happen, I always clean that area on my truck when I’m washing it. I spray it with the pressure washer from a distance

You're not getting anything down the filler neck unless you depress the plunger all the way down. Spray away to your heart's content.

This was actually a problem when these first came out years ago. People were afraid to push the fuel nozzle in all the way and it would spray fuel back out all over them.
