Wipers malfunctioning!

My wipers are always set in rain sensing mode, but they will come on for no reason. When the windshield is dry they come, and won't stop until I stop them. ??

Is there dirt or dust over the sensor tricking the system? Also, aren't we able to adjust for sensitivity?

I was playing around with settings and turn on curtesy wipe and after a few days turned it off later and it still happens.
