What is this lever arm and what does it do?

On my last truck when I was removing the lift blocks and replacing the leaf spring u-bolts, I had to remove the nut in the image below to lift up that lever arm so that I could get the u-bolt up and off of the spring. It is only on the drivers side. Obviously, it moves up and down for some reason. What is it... what causes it to move?
