No, it's just acknowledging it conforms to windshield standards. Glass by its nature absorbs some light and that's just acknowledging it conforms to the standard. It's not a 70% tint as you'd think. It is UV glass though and blocks dash killing rays unlike older vehicles. You can slap a 50% tint on your windshield however and see virtually no noticeable difference, but makes a world of difference in summer. Helps ease oncoming headlight dazzling as well. I tint all vehicle windshields to 50% and nobody has ever noticed. It's nice though :)

I've always got 5 0 hanging out in my office's lot waiting for 'customers' -- I've had 3 different officers look at it and none of them could tell a difference. I told them it's got 50% on it -- one of them went and had his silverado done. Ironically it's the same shop that does the tint and decals for the city's vehicles.
