Hi All,
Thank you for your help and suggestions. I went to the dealership with the data I had and some additional codes(Fan 1 Control circuit P0480-00 and Engine Coolant Overtemperature Condition P0217-00) I pulled with the ODB Link MX+ I just bought and they were able to solve the puzzle. AC off was result in a condition for failure of Fan 1. Fault in Fan 1 was due to a loose connector(Pin 47 in C1035B). At idle the fans weren't on, wiggling the connection could encourage them to come on. After re-pinning the connection the fans are behaving as normal and I can confirm the AC now works all the time
