Depends on the dealer, years ago I received a pco for dealer stock and used it on my ordered truck.

I'm pretty sure it would apply to ordered trucks. Maybe @Granger Ford can confirm?

Also, for my local dealer it shows two rebates...one for $2000 and one for $500. The Ford website also shows $2500 for my zipcode.

Now I just need my truck to be delivered.

From what it looks like it should cover ordered and stock units. It does sometimes depend on certain trim levels. But as long it is used before the expiration date, it should be able to be applied with that program number.
