This often happens after your maps have been updated. Go into NAV settings and turn off "bread crumbs" the dots will disappear.

These are folks that have been recently recognized as contagious by a new high-non-reversible virus outbreak, by the looks of this, it appears your CDC Maps are updating your neighborhood accordingly.
