However, my speedometer is definitely higher that stated on the dash. At 70mph I’m actually doing 75mph per a gps phone app.

find a stretch of hiway with mile marker posts and fire up the stopwatch on your phone. 60 sec @ 60mph.
you should be within 3 seconds either way to even consider it being close to accurate. (About 6% error in either direction is pretty close)
When I tried using GPS on my (former) 59 ElCamino I was getting speed numbers drastically different than my speedometer reading.
The speedometer in that car was calibrated by pulse count in 5280 feet, and it was 100% accurate and pretty much corresponded to the trooper’s radar gun every time I was confronted by the guy in the hat and gun on his hip..
If he said 78—that is what my speedometer was telling me at the moment he requested a conference.
