How does one go about having "someone else" update the APIM?

The FDRS thread has many posts regarding declared "bad APIM" from dealerships, only to have the owner fix the issue themselves using a FDRS. I'm not saying that there's never a bad APIM, but I am saying that a dealership will declare an APIM bad at the first sign that their efforts to update it fail.
