Email is delivery. They can be different emails and change status but they indicate an ETA for delivery. I have checked on my status, specifically my ETA details and they have changed ten times. Ford has sent me three emails is all after they notified me it shipped from Dearborn. But I believe the shipped ETA email from Ford specifically speaks to your delivery status... mine looks like this:We need others to chime in, but I think your theory holds! My truck is at the Dearborn plant. I could see the ETA email meaning its actually close to being picked up or actually has been picked up (considering its the first time getting it), vs the Ford chat providing estimates (new ones almost every day). When I asked Granger before, I didn't get the full report like you show, just the ETA row when I would ask for the VRR.
Now with that being said, I know others have said they DO get the ETA emails from Ford and are constantly changing. So who knows.

Now why is Ford taking responsibility of attempting to accurately notify me of when my truck will be delivered if its has left the plant. If its a shipping delay would the railyard or shipping company go to Ford first and say you might better change the ETA as we are way behind. I don't think so... its all a front to buy time. But Ford can't tell you exactly why... yet I believe they know and control when it can be released to dealer.
