I witnessed this when a scheduled OTA was being installed this past spring. It was an APIM (SYNC) update that requires the vehicle to be parked and locked. So I scheduled it for 9:00 pm and went out and watched. The Sync screen and the dash screen went on and off multiple times during the install as well.
Edit,
If you watch your video closely you'll see the reflection of the dash screen turning off and on, on the seat back, right after the headlights turn off.
