Help with level/lift

Hello

I want to lift my 21' F-150 2WD but I need some help with it.
My questions is; if I put a 3.0" level kit in the front and a 1.5 in the rear block, do I need new shocks? How does that affect my riding quality and handling?

I am trying to lift my truck but don't want to spend thousands of dollars, got an estimate for $2000 for a 4" lift.
any recommendations..?
