2021 F150 steering dash trim

Can someone tell me what the small aluminum handle is with a small orange rope attached is under the plastic trim and the bottom of the steering column on a 21 F150? looks like an emergency lever of some kind?

yup there is very weird instructions in the manual. its almost comical and make sure you dont damage the knee airbag. tuck the string back up in the lower dash,
i had to read it several times and then go look .
