It is normal for the tracker to be down, I have ordered a few vehicles and experienced at least a few times on each vehicle.
Mine wasn't working yesterday, but is fine today.
I'm 6'5'' and I can get in it but no way I can drive one. It is short on leg room. My knees hit the steering wheel and that is with the wheel adjusted every possible way and the seat all the way back and down.

There is always a reason. Build, dealership volume, location and a few other things all play a part in when a vehicle gets scheduled to be built.
