I did find info to get a better estimate on curb weight in the eSource book that I can calculate based on my build, with the GVWR, that gets me a closer estimate on payload. The dealer payload+curb > GVWR so it can't be right.

In general yes, tow package is an option, but for whatever reason (Canada, PowerBoost, 4x4, 302a, 157.2wb, some combination...) the trailer tow package is included on this build. I don't know why, but luckily it is. I really wish I could figure out all the contradictions.
