I don’t know of a ford that will run properly with water on the coil packs and the wires would corrode no time flat with water and elements my ram Air duramax has an elaborate water separation system inside the hood

If it Dosent. Spin freely you may be ok all its there fits is to keep from rotating

If your talking about the white plastic that u have to pull out yes it should have it if that clock spring has been rotated to many times in either direction it will fail

I googled that nlb3 number and it is generic would need 2 numbers added to the end like ba or ya etc …. This may seam rudimentary but swing by a ford dealer and look in the windows till u find the black with the grey stitching and get the vin and have there parts guy look up the number for you...
